Experience
John provides actuarial and analytic support to state Medicaid agencies, health plans, and provider organizations, with emphasis on behavioral health. His work focuses on capitation rate development, provider reimbursement rate analysis, and fiscal analysis. For health plan clients, he supports capitation rate negotiations, incurred but not reported (IBNR) reserve estimates, value-based contracting, healthcare economics initiatives, and financial reporting.
John also supports clients in evaluating healthcare programs, including through matched cost comparison studies of care management programs and analyses of emerging behavioral health service delivery models. He applies anomaly detection and artificial intelligence to healthcare data and actuarial work, helping clients identify and address fraud, waste, and abuse.
He regularly works with state Medicaid leadership, health plan actuaries, and providers. He is known for explaining complex actuarial topics clearly to both technical and nontechnical audiences.
Before joining Milliman, John worked at Health Care Service Corporation in several different actuarial and analytics partner roles.
